Brown meat.

Mix in sauce, Parmesan cheese, and cottage cheese.

Preheat oven to 350°F.

Pour the water in the bottom of a 9x13 pan and add a layer of noodles.

Cover noodles with a layer of the sauce/meat/cheese mix and add another layer of noodles. Repeat once more.

Add mozzarella to the top and cover with foil.

Bake for 45 min.

Note: 2% milk fat or skim cottage cheese can be used. Add 1 egg if 2% is used, 2 eggs if skim is used.
