Boil 2 1/4 cups water with milk and butter. Add potatoes from box to mixture and cook potatoes.

Brown beef.

Sauté green pepper in butter.

Combine potatoes, peppers, and beef. Place in 9"x13" pan and bake at 400°F for 20min.

Add crushed chips and cheese as topper and bake an additional 10-15min
