Dough: Combine warm milk (about 110°F/43°C) and sugar. Sprinkle the yeast on top and let sit for 5-10 minutes until it gets foamy (active).

Into a stand mixer bowl equipped with a dough hook, combine flour, sugar, and salt. Add the yeast mixture and eggs. Mix the dough comes together.

Gradually add cubes of butter down the side of the bowl, with the mixer running. After all is added, continue mixing and see if the dough sticks to the bottom. Add 1 tablespoon of flour at a time onto the sticky area. The dough should come away from the bowl.

Mix until it becomes a smooth, elastic, and non-sticky dough (about 8 minutes).

Round into a dough ball. Grease it with vegetable oil and let sit in a big bowl with a cover. The dough will rise and double in about 1 hour or so.

Filling: Place the bowl of cream cheese over a pot of simmering water. Mix with a whisk or spatula until creamy and smooth.

Add sugar and milk. Mix thoroughly then set aside.

Assembly: Punch down the dough and transfer it onto a work surface. Divide the dough into 4 equal pieces. Round each piece into a ball. Place them on a baking tray lined with parchment paper. Cover and let sit for 1 hour to proof.

Bake in a preheated oven at 340°F (170°C) for 20 minutes or until golden brown. Cool completely on a wire rack.

Slice each bun into quarters. Take 1 quarter bun and slice 2 incisions in the middle (on the inside where the bun was sliced). Spread the cream cheese filling inside and over the cut sections.

Tap the quarter bun with the cream cheese sides onto the milk powder. Serve and enjoy!
