Knead the whole wheat flour with water to make a dough. Finely chop the cilantro. Mash the boiled potatoes. Mix the potatoes with cilantro, a little salt, and chili powder until well combined.

Divide the dough into balls. Dust with dry flour and roll out halfway. Spread salt, chili powder, and a little oil evenly on top. Place the potato filling in the center, seal the dough, and roll it out again.

Heat a skillet and brush with oil. Cook the paratha on both sides until golden brown. Serve hot with yogurt, pickle, or tea.
