Growing up by the sea, my mom always cooked fish dishes all year round. During the rainy season, we’d have a pot of braised anchovies with pepper. Nothing beats a bowl of white rice with a few pieces of dry, braised anchovies—absolutely delicious.

Clean the anchovies and let them drain. Marinate with all the seasonings above for about 1 hour to firm up the fish before cooking. Heat a pan and sauté the shallots and garlic until fragrant, then add the anchovies. Gently toss to avoid breaking the fish. Cook over medium heat until the liquid is almost gone.

Add a small bowl of boiling water and simmer on low heat until the liquid evaporates again and the anchovies are firm and dry. Turn off the heat.
