The main idea and recipe are from Akis Petretzikis's website, with a few of my own touches.
Steps

Preheat the oven to 400°F (200°C) with convection.

In a bowl, combine the ground beef, grated onion, pepper, salt, cumin, and egg.

In a food processor, chop the rye bread slices, garlic, and mint.
- 4
Add the mixture to the ground beef and knead by hand.

Shape the soutzoukakia (meatballs) and place them on a baking sheet.

Bake for 20 minutes.

Meanwhile, make the tomato sauce. Place all the sauce ingredients in a food processor and blend.

Add the water and mix. Pour the sauce over the soutzoukakia and bake for another 20 minutes.

Meanwhile, prepare the bulgur. Place the bulgur in a bowl, pour over the boiling water, and cover with plastic wrap for 20 minutes.

Stir the olive oil into the bulgur and season with salt and pepper. Mix well.

Serve the bulgur topped with soutzoukakia and plenty of sauce. If you like, serve with feta cheese on the side.
