It is a popular Indian snack from state of Gujrat.
Steps

Beat curd and water, add semolina, mix well and cover. Then keep it aside.

Grind sweet corn, green chili and ginger.

Add ground sweet corn to the semolina curd mixture. Mix with salt, oil and turmeric powder. The dhokla batter is now ready for steaming.

Boil water in a big container and keep one stand in it.

Grease 10 inch plate with oil.

Add 1 tsp fruit salt to the batter and pour 1 tsp of water to activate it.

Mix fruisalt quickly and transfer the batter into the greased plate, place it on the stand in boiling water and cover it.

Steam the batter for 20 minutes on medium flame. Remove the plate from container.

Cool and cut into pieces.

Make tempering using oil, mustard seeds, sesame seeds, curry leaves, asafoetida, and split green chilies. Add this tempering on dhokla pieces.

Enjoy these savoury snack as an appetizer or as a snack with tea.
