Oats Uthappam for breakfast it's good for someone who doesn't have oats with milk.
Steps

Powder the oats, cumin seeds finely and keep them aside. Finely chop onions, tomatoes and green chilli.

In a bowl, mix together powdered oats, milk, water and salt needed. After that, add finely chopped ingredients, grated ingredients and coriander leaves and mix well.Add enough water to get a thick batter consistency.

Heat a non stick tawa, when it is hot enough, pour the batter and spread with hands/tawa by using water. The uttapam should be thick like regular uttapams. Now reduce the flame to medium.Little olive oil around the uttapam for the flavor and close it with a lid if needed but not necessary.

Check for a couple of times if the uttapam has come out from the pan. Flip the uthappam after the bottom side is cooked enough. i.e a slight brown colour. Once it is cooked, remove from the tawa and serve hot with chutney
