Add the paneer to a blender or food processor and blend until smooth. Add the all-purpose flour, baking powder, baking soda, and milk, and blend again to make a smooth batter with no lumps.

In a pan, combine the sugar, water, cardamom powder, and saffron. Cook to make a sugar syrup.

Heat ghee in a deep pan. Pour the batter into a piping bag and pipe out jalebi shapes into the hot ghee. Fry until golden. Soak each jalebi in the sugar syrup for 2 minutes, then place on a plate and garnish with pistachios.
